Rules and Regulations

Hockey Canada Rules will apply to this event.  Overtime and a shootout will apply in all Preliminary and Championship Games.  This will have an impact on tie breakers and will be outlined further along in this package.  These regulations feature the revised Tie Breaking Procedures as approved by Minor Council at the 2010 Hockey Canada Annual General Meeting.

1. Each team may have a maximum of twenty (20) players, two (2) of whom must be goaltenders and a maximum of five (5) non-playing personnel: i.e. Manager, Coach, Assistant Coach, Trainer, etc. as their final roster.

2. Once the Tournament commences, the final player roster of twenty (20) is frozen.

3. Eligibility to participate in the Under-16 Prospect Event:

        • 1995 Birth date
        • During the 2009-10 Season was a registered member of the OHF, ODHA or HNO. 
        • A participant in Hockey Canada Programming and a resident of Ontario i.e. Notre Dame Participant with permanent residence in Hamilton, ON, Player would participate with ALLIANCE Hockey

4. Each team must submit their 25-man preliminary roster (includes alternates) which must be approved and verified by the Branch/MP Executive Director and submitted to ALLIANCE Hockey by July 14, 2010.  (25 man roster, including goaltenders and Staff)

5. Each team may have twenty (20) players in uniform including the two goaltenders, all of whom shall be duly registered in accordance with Hockey Canada regulations. The players registered as goalkeepers shall be eligible to play as goalkeepers only.  One alternate goalkeeper must be dressed and on the bench. Each team will be permitted to have 5 staff on the bench during the games.

6. a) Any team required to supplement its roster to the full (20) twenty players, shall choose these additions from their 2009-10, Association Registered 1995 birth date Membership.
   
    b) Two alternate tournament goaltenders will be recommended by the Host Branch/Member Partner to the Governing Chair and Tournament Directorate.
 
    c) The two alternate tournament goaltenders will come under the direct jurisdiction of the Governing Chair and Tournament Directorate and will be used when a team has an ill, injured or suspended goaltender.

    d) The procedure for using an alternate goaltender shall be as follows:

        • A team requesting to use of an alternate goaltender must provide a written request to the Governing Chair.
        • In the case of an ill or injured goaltender, a medical certificate must accompany the request.
        • The replacement goaltenders will alternate games as required and will remain with a team until the regular goaltender returns.

    e) The two alternate goaltenders will receive the same privileges as the other participants (i.e. accreditation, medals if they are part of the team winning such an award.

7. The Tournament will be played under official Hockey Canada rules to which the Hockey Canada Suspension table will be used to determine length and severity of Major Penalties (as per Hockey Canada Minimum Suspension List)

8. A coin flip was conducted at the Hockey Canada AGM and the GTHL, HNO and NOHA were awarded the 5th game of the Round Robin as a Home Game. In the first four games of the round robin, each team will have two home games and two away games.

NOTE: In the Championship final games, the team which finished highest in the final round robin standings shall be the Home team.

9. a) The length of the games throughout the tournament will be two (2) 15 minutes stop time periods followed by a flood and a twenty minute (20) stop time period. The ice will be resurfaced between the 2nd and 3rd period and at the conclusion of the game unless otherwise instructed by the tournament Chairman.

   b) The teams will play a single round robin schedule. Two (2) points will be awarded for a win there will be no ties as all games must end with a winner.

   c) If any game Preliminary or Championship ends in a tie after regulation time, the following overtime rule will apply:

        • One 5 minute sudden victory overtime, 4 on 4
        • Game still tied, a shoot out will take place until a winner is declared
        • Rules for 4 on 4 penalties, etc. will be available and instruction given to officials before the event.

10. At the completion of the single round robin schedule, teams will advance to Sunday competition where 1st will play 2nd in the Gold Medal Game, 3rd will play 4th in the Bronze Medal Game and 5th will play 6th in the Consolation Championship Game.  Game length and over-time rule that was used in Round Robin play will apply in Championship Games. 

11. In the event that teams are tied for Championship position, head to head competition during Round Robin play will be used to break a tie. (See Tie Breaker for 2 and 3 teams)

12. If a player or team official is ordered to the dressing room for the balance of the game, he/she shall be subject to any further disciplinary action deemed necessary by the Tournament Directorate.

13. The Tournament Directorate will rule on all grievances resulting from any of the Prospect Tournament games.

The members of the Committee shall be appointed as follows:

        • Governing Chair person as appointed by Host Branch
        • The Branch Representative and OHF Member Partner Representative from each of the participating Branches and Member Partners

The Tournament Directorate rulings shall be final and for the duration of the Tournament only. A written report of any disciplinary action by the Tournament Directorate will be forwarded to the respective Branch President for further disciplinary action. All press releases or public statements related to disciplinary action shall be made only by the Governing Chair or their designate.

14. Protests will NOT be entertained on the outcome of any preliminary or final championship games.
