OHF BULLETIN: 2022 Notice of Amendments

At the Ontario Hockey Federation’s Semi-Annual Meeting of Members held Saturday, February 26, 2022, the following Notices of Amendment were approved by the Members of the OHF:

  • 22-01 Notice of Amendment Regulation 1
  • 22-02 Notice of Amendment Regulation C4
  • 22-03 By-Law #42

Each approved Notice of Amendment has been attached to this bulletin for reference.

These Notices of Amendment focus on the OHF compliancy with the Hockey Canada Player Pathways at U9 and below.  Since the inception of the U7 and U9 Player Pathways in 2017 the OHF maintained a two-stream structure of programming based on skill versus the desire of the customer.  Specifically, Notice of Amendment 22-02 pertaining to Regulations C4 and the requirement to remove all forms of Streaming at U9 and below will come into effect for the 2023-2024 season. This will allow the OHF Members and Local Hockey Associations the next 18 months with the support of the OHF to transition programming from a two-stream model based on skill to a model of participation based on desire.

The OHF will be working with the Members and Local Hockey Associations on education of streaming and potential pilot opportunities during the 2022-2023 season that will work to test different approaches for full compliance during the 2023-2024 season.

Each Member will provide the OHF Directors every two months a report of their progress in transition to the removal of streaming at U9 and below for the 2023-2024 season.

In addition, the OHF has considered an application from the GTHL for an exemption from the removal of Select Hockey at U9 and below which was adopted for the 2020-2021 season.  The OHF Directors have approved the following exemption from the OHF Regulations for the 2022-2023 season only:

The GTHL is granted a one (1) year exemption for the 2022-2023 season operate Select Hockey at U9 and below on the following conditions:

  1. Non-Resident Players to the GTHL (Players that live outside of the GTHL jurisdiction in accordance to OHF Regulations) that were registered in the GTHL during the 2021-2022 at U8 and below are eligible to continue to participate as a grandfathered player in Select Hockey for the 2022-2023 season only. Note: This condition does not preclude players, U9 and above in the 2021-22 season, from participating in a Select program in the 2022-23 season.
  2. Non-Resident Players to the GTHL (Players that live outside of the GTHL jurisdiction in accordance to OHF Regulations) that were not registered with the GTHL during the 2021-2022 season are not eligible to register with Select programming in the GTHL at U9 and below.

The OHF Directors in its support of the philosophies of the Hockey Canada Player Pathways, and the integrity of its By-Laws, Regulations, and Policies, note that such exemption be for the 2021-22 season only. Specifically, the OHF and its Members will be compliant with Notices of Amendment 22-01 and 22-02 for the 2023-2024 season.
